PERMISSIONS FOR TECH STUFF

Matt is a skilled hacker on top of increased intellect levels. Please post here the level (If any) you would like for him to at some point potentially hack into your in-game tech. He will never go out of his way to find information unless he has strong suspicions of you for whatever reason, or he feels that you're being a dick and wants to leave a little pain in the ass on there for you to get rid of on your own. Simple virus that would just impede non-emergency based communications (Surfing the web, opening files, etc)

Also put what you would/would not allow to happen for your characters.
